By Sanjeev Pargal JAMMU, Oct 24: In a major decision aimed at discouraging unemployed youths from the Government jobs and reducing salary bill, which has been touching ` 13,000 crore a year after the implementation of Sixth Pay Commission recommendations, the Government has decided to freeze almost all allowances for fresh recruits in the Government services, whose posts are advertised after November 1, and cut by half their basic salary for a period of two years and by 25 per cent for next three years. Official sources said the fresh recruits would be treated as Government employees but not in terms of salary and allowances, to which they would be completely entitled only after satisfactory completion of five years in services. The Government has taken a decision to this effect, in principle, and would be issuing a detailed notification in next few days, mostly likely before November 1 when new mode of appointment would come into force.
