GNS SRINAGAR, Dec : The Association of Self-Help Group of Engineers today alleged that the recently introduced e-tendering process has been tailor made to benefit contractors.
While addressing a press conference, Syed Parvez Hussain, President Self Help Group of Engineers Association (SHGEA) expressed his fears that the e-tendering may eat into their interests saying that the process has been expedited for the benefit of the contractors. He said the imposition of district barriers would ensure that there is a bar on the allocation of works in a particular district.
"We fear that our cards may be misused under the garb of e-tendering process. The scheme has been designed to suit the interests of contractors and they seem to be ultimate beneficiaries. There has been awareness about the e-tendering and everything has been done in a jiffy without any proper procedure," said Parvez.
The SHGEA President said the higher ups of departments like Power Development Department, Public Health Engineering, Roads and Bridges (R&B), Public Works Department and PMGSY are brazenly violating the norms that provide 30 percent quota for self-help group of engineers in various developmental works.
"When the State Government decided to go for electric metering of the areas nobody came forward as the job was full of risks. But the self-help group of engineers came forward and did this job. Now we want the Government to move ahead and allot us works related to sub-station and small hydroelectric projects," said Parvez.
He said the order of Chief Minister, Omar Abdullah for engagement of engineers and technocrats in various developmental works is not being implemented in Government departments. He added that the transmission and distribution losses in the power sector in the state can be minimized if the services of unemployed electric engineers are utilized.
The SHGEA President said that a team of officials of the Central Government had proposed for active participation of self-help group of engineers in various developmental works, adding that this suggestion was never given a thought by the State Government.
