GNS Jammu, July 22 :  President INTUC J&K State Mr.  Shiv Kumar Sharma described labour class as back bone of the development and economic progress of the State  and said that  State Unit of INTUC is committed to the welfare and protect the rights of labour class people.  He said that INTUC has its existence in nook and corner of the State and represents all sections of the society.

Mr. Sharma was addressing series of meetings of Water Works PHE Employees Associations at Kishtwar, Gandoh and Ramban. He said that the INTUC has always advocated the welfare of labour class in the economic and socio progress of the State. He extended full cooperation to the Water Works PHE  Employees Associations of  Kishtwar, Gandoh and Ramban  in their struggle for acceptance of genuine demands.

Later Mr. Shiv Kumar Sharma led the deputation of Water Works (PHE) Employees Associations Kishtwar and Ramban and met with the Executive Engineers of respective Divisions and submitted the charter of demands.
Speaking on the occasion Mr. Sharma said that a list of 9319 daily rated workers was submitted by the Chief Engineer PHE Jammu to the Administrative Department out of which 4905 have been cleared and remaining 4414 are pending and demanded that all the pending cases should be cleared, immediately.
He further said that the norms of wages in favour of all daily rated workers should be fixed as per the government order No. 19-F of 2011 dated 19-04-2011 i.e Rs. 125/- per day. The daily wagers who have been regularized should be given pay arrears from the date of their regularization and the pending orders of regularization of all daily wagers in the Administrative Department should be cleared, immediately.
He said that the seniority list of field staff/ministerial staff of all cadres has not been maintained for the last couple of years, as such a fresh seniority list of both the cadres should be issued without any further delay. Adding that departmental promotion has not been given to deserved staff/employees from the last couple of years, neither at division/divisional level, with the result that number of posts have been fallen vacant in different categories at different levels. The same should be filled up by giving departmental promotion to the deserving officials at the earliest.
He said that with every passing day new WSS are being commissioned by the department for the benefit of people but no new technical posts are being sanctioned for running the said WSS, as a result there is shortage of technical staff in the department. He demanded that new technical posts should be sanctioned for the functioning of the new WSS, effectively.
Speaking over the transfer policy Mr. Sharma said that the class-IV staff was transferred from one sub-division to another sub-division for improving so called work culture/efficiency of the department. In most of cases employees were posted 100-150 kilometers away from their home stations. He demanded that the employees who have completed their tenure should be transferred back to their home stations as they are facing lot of hardships.
