by Inderjeet S Manawari

GNS Rajouri, April 25 The Government has formally decided to withdraw the order for issuance of Dogra certificate to Dogri speaking people of Jammu region in the aftermath of an announcement by the Union Home Ministry declaring all three regions of Jammu and Kashmir including Jammu, Kashmir and Ladakh as entitled to relaxation in chest and height for recruitment in the Border Security Force (BSF) and Central Reserve Police Force (CRPF). Sources in the State Government confirmed that the Government has, in principle, decided to withdraw Dogra certificate as it was of the view that it has been rendered redundant after the fresh order issued by the Union Home Ministry at the behest of Chief Minister Omar Abdullah. A formal order on withdrawal of Dogra certificate is likely to be issued anytime now, they said. The Dogra certificate order was issued by Revenue Minister Raman Bhalla in a bold and pro-Jammu people measures as it was a long pending demand of the people of Jammu region that such a certificate had become a dire necessity to help the unemployed youth secure relaxation in the Government jobs in Central para-military forces. As Dogra certificate was made an issue by the separatists, who started exploiting it for their vested interests to fuel summer unrest, Omar Abdullah took up the issued with Union Home Minister P Chidambaram and persuaded him to bring entire State under relaxation in height and chest to secure benefits of recruitment in BSF and CRPF etc. The Union Home Ministry agreed and modified its order replacing the words Ladakh and Kashmir regions with entire Jammu and Kashmir. Sources said since the purpose of Revenue Minister Raman Bhalla has been served with the fresh order of the Union Home Ministry, he has now reservation in withdrawal of the order pertaining to issuance of Dogra certificate. However, the order would be withdrawn once the Union Home Ministry published the order bring entire Jammu and Kashmir under the ambit of chest and height relaxation for recruitment in para-military forces in the official gazette of the Government of India.
