Superintendent DH bypasses GoI orders

Connect his residence with genset and left Blood Bank at the mercy of God

Although a team of Central Government on July 17, 2010 had issued strict directions to Superintendent District Hospital Rajouri to install backup power supply from genset to the Blood Bank within a day, the same has not been installed for the last 3 months putting question mark on the efficiency of blood samples kept in the Bank. Instead of giving power backup to the Blood bank, Superintendent Dr Zahoor Shawl has reportedly managed power backup for his own office cum residence from the Hospital genset for which an amount of Rs 1.50 lakh have been spent on purchansing cables.
A team of government headed by Mr. Satish Kumar Controller of Drugs and Food Organization along with other 5 members including TL Raina Professor in Government Medical College Jammu visited the Blood Bank on July 17 and expressed their dissatisfaction over non renewal of Blood bank License. The License was not renewed because of creating of deficiency by the health authorities. However the team had strictly ordered Superintendent Hospital r Zahoor Shawl to install power backup system in the Blood bank within a day.
Three months have passed when the team had issued instruction and there is no power backup system installed in the Blood Bank.
Sources said that Elisa Reader of the Blood Bank is not functioning. They added that the room temperature is also not sufficient to store blood samples in it besides there is no power backup system in the Bank. “When the Blood samples could not be stored in the Bank due to failure of Elisa Reader and shortage of power supply, the patients should not be thrown into the grave by transfusing blood sample of this Bank”, sources added.
Although authorities seemed lethargic towards power backup of sensitive Bank which is directly concerned with the life of a man, Superintendent has managed to install power backup from Hospital Genset to his office cum residence.
As per sources it needed only 4 metre cable to connect Blood Bank with the genset. However the Superintendent could not connect it in the last three months. And on the other hand, he used 150 metre cable to connect his office cum residence to the power backup.
Sources said that the cable was purchased @ Rs 1.50 lakh which is burden on the state exchequer. Sources said that there was no emergency to connect Superintendents Computer and TV with the Genset. “We are having Blood bank without genset back where there was urgency of backup”, sources added.
