GNS Srinagar: The Ministry of Home Affairs proposal on Dogra Certificate has put the Minister for Revenue in Jammu and Kashmir, Raman Bhalla, in an embarrassing situation. The MHA proposal clearly points out that so far as Jammu and Kashmir is concerned the eligibility conditions (as per existing rules) have been relaxed for Kashmir region and Leh and Ladakh regions only. This has raised a question mark as to how Bhalla, who issued the Dogra Certificate order, claimed recruitments for “Jammu province irrespective of caste, colour and creed” when nothing like that is mentioned in the rules. This is yet another time when a claim by Bhalla on the issue has been proved wrong. Initially, Bhalla went on record saying the Dogra Certificate was aimed at facilitating the recruitment of the people of Jammu in Army’s Dogra Regiment. But the claim embarrassed the state government when Army refuted that it gave any preference on the basis of Dogra Certificate in its recruitments. Later, the “Dogra regiment” argument was changed by the Revenue Department into relaxation in “central paramilitary forces.” Just two days back, Bhalla, according to sources, drew flak in the state cabinet for taking the decision without consulting his cabinet colleagues.
