AFSPA POLITICS

GNS RAJOURI ;Though the revocation of Armed Forces Special Powers Act ( AFSPA) is a popular demand in the state of Jammu and Kashmir, but this is not the only issue of the state of Jammu and Kashmir due to which the people were suffering. In the past three years of his tenure as chief minister of Jammu Kashmir , the state has been witnessing only protests one after an other. During this period, the miss governance reached at an alarming level and corruption touched sky . Interestingly, at present when chief minister Omar Abdullah is demanding revocation of AFSPA from some areas of the state, the whole of the state is protesting against the new job policy introduced by him . Secondly, when Omar Abdullah is talking about AFSPA, the newly elected panchayets of the state are demanding delegation of powers to them . These are not the only issues of Jammu and Kashmir, the state was facing want get resolved . Political observers say, there are many reasons for Omar Abdullah to raise the issue of AFSPA . They say , in fact, he knows that there was nothing such an achievement of his three years tenure for which he may be credited with . The corruption has reached at its alarming stage andhe has failed to curb this menace in the system he was heading .There fore, Omar Abdullah wants to do some thing different with special reference of Kashmir valley so that he reintroduces himself in the masses . So, he found the only Kashmir centric issue which as AFSPA . But here too , Omar doesn't seem sincere , the political observers say ,had Omar been sincere , he would have much earlier revoked the disturbed area act DAA enforced by his state government which provides central government an excuse of extending AFSPA to the areas already declared " disturbed areas". Observers say , once the disturbed area act is revoked from the state, the presence of AFSPA will not have any scope . There is an other reason of his making hue and cry for AFSPA, some of the observers is of the opinion that , Omar raised this issue after he got some negative signals of his continuation as chief minister for the further period of three years . Since Congress raised the issue of rotational chief minister , Omar Abdullah raised the demand of AFSPA with an intention to give the Delhi a message that if they removed him he will come out on streets with this demand . Observers say , once Delhi ensures him further three years of Power , Omar will go silent on the issue . They calculate it with a mere black mailing on his part . Not only this Omar also want to give a message to the Kashmiries that if he is removed , he will come in the masses saying that he was removed because he demanded the revocation of AFSPA . What ever, the demand Omar makes or says now, the general opinion is that he has failed on all fronts of governance and such tactics can not give him any politically bright future . Instead of crying on the issues of external nature , Omar Abdullah must focus on the mess prevailing in the system he is heading and must do something so that the people can see him as good administrator . Revoking AFSPA is not in his capacity and it will be done only when Congress wants so .

Govt. to conduct scientific study of the traffic management in J&K

By Tahir Mushtaq (TNI) GNS JAMMU, : With Management of rising vehicles become a nightmare for the administration in the rapidly growing urban centers of Jammu and Kashmir, government has decided to formulate a comprehensive City Transport Policy for scientific management of the vehicles. Sources said that some private consultants are being hired by the Transport Department to do a detailed study of traffic pattern, road use and ways to deal with the jams at peak hours.
