We stand by the statement: PDP

GNS Srinagar July 8: Standing by its statement on the government’s inability to spend funds on the Mughal road and other centrally sponsored schemes mentioned by the Peoples Democratic Party (PDP) patron the party today said it had documentary proof to back up the statement. The chief spokesman of the party Naeem Akhtar said here it was understandable that the government whose head treated his people with contemptuous tweets on mounting water, power and electricity problems should deny even what the CAG has observed in no uncertain terms.
Inviting the attention of the finance minister to the para no 3.10.4 of the CAG report for the year 2010-2011 Naeem said Abdur Rahim Rather who has a reputation for being a man of ridiculous detail has for obvious reasons of survival jumped in defense of his boss who is directly responsible for the inefficiency in R&B, education, power and planning apart from an overall governance paralysis. The report clearly says under ominously titled para surrender of funds “It was noticed that the Chief Engineer, Projects Organisation, Mughal Road Project surrendered Rs. 221.28 crores (36percent) out of Rs. 612.25 crores released during 2006-11. Further, Rs. 27.17 crores was surrendered during the year 2008-08 to 2010-11 by three divisions”. After having presented a record number of budgets, Rather sahib was expected to at least check with the report before doing the bidding of a chief minister whose performance has by now become a mascot of inefficiency and a source of embarrassment for the state, Naeem said. He said the PDP does not want to embarrass the finance minister by quoting to him the reasons given by the state PWD itself to explain the “surrender of funds”.
            The PDP spokesman said the government cannot mislead people by juggling words and figures. Even a revalidation is needed only when government fails to spend an amount within the timeframe, Naeem said referring to the claim made by the finance minister. This clearly is an account of inefficiency rather than a reason for the finance minister to pat the back of CM who is in charge of R&B department.
Naeem said Mughal Road which was scheduled to be completed in 2009 is still incomplete which is acknowledged by the finance minister himself. But it is not the question of Mughal road alone that is a cause of worry. Significantly, Rather has not commented on other important facts mentioned in the same statement and that should be enough for people to realize how correct the planning commission of India has been in the assessment of this government’s performance as reported widely by the newspapers. He said the people cannot be carried away by false statistics handed out by government as they have suffered every moment of misery under this dispensation and no amount of spin doctoring by a senior minister running for cover himself against internal court intrigues of chief minister’s coterie would change the situation on the ground.

PDP emerged a force in Twin border District of Poonch , Rajouri
