Srinagar, Oct (PTI) The Moderate faction of Hurriyat Conference today accused the Centre of being non-serious about resolving Kashmir issue in accordance to the wishes and aspirations of the people of Jammu and Kashmir. "Government of India is engaged in non-serious acts aimed at delaying a solution to the long pending Kashmir issue. The appointment of interlocutors a year ago was part of this policy," Hurriyat Chairman Mirwaiz Umer Farooq told a Friday congregation at historic Jamia Masjid in downtown Srinagar. GNS Jammu, Nov 3 ; A youth allegedly died in police custody in Gajansoo area in the border belt of the district after which two constables were suspended and 15 others shunted out to Police Lines. In protest against the incident, which took place yesterday, local people staged protests accusing the police of torturing the 20-year-old man leading to his death in custody. Officials said the youth - Vijay Kumar - was picked up in connection with a theft case from Gajansoo here yesterday. They said Kumar had escaped from the police custody and his body was later found in a field in Galbadechak area. A magisterial probe was ordered by the District Magistrate after locals alleged foul play in the youth's death. "Besides ordering a magisterial inquiry, we have suspended two constables including police post incharge Omar Prakash and sent 15 others to the District Police Lines," Senior SP Jammu, Anand Jain said.

By Sanjeev Pargal JAMMU, Oct 24: In a major decision aimed at discouraging unemployed youths from the Government jobs and reducing salary bill, which has been touching ` 13,000 crore a year after the implementation of Sixth Pay Commission recommendations, the Government has decided to freeze almost all allowances for fresh recruits in the Government services, whose posts are advertised after November 1, and cut by half their basic salary for a period of two years and by 25 per cent for next three years. Official sources said the fresh recruits would be treated as Government employees but not in terms of salary and allowances, to which they would be completely entitled only after satisfactory completion of five years in services. The Government has taken a decision to this effect, in principle, and would be issuing a detailed notification in next few days, mostly likely before November 1 when new mode of appointment would come into force.
