JMC says Daluja raised encroachments during curfewGovt looking into all misdeeds of Raji

GNS JAMMU, Dec The State Government today said it was looking into each and every aspect including violation of Excise Act, procuring fake No Objection Certificates (NOCs) and forging signatures of the District Magistrate by State Time Editor Raj Daluja alias Raji and action will be taken in next two days.

Commissioner/Secretary, Finance, Sudhanshu Pandey told the Excelsior that Excise Commissioner, Vineeta Gupta was going into all details and documents including legal aspects that Raji had opened 14 liquor shops, two depots and one bottling plant on his own name and the name of his family members and relatives including Devinder Daluja (brother), Suman Daluja (wife), Neelam Daluja (sister-in-law), Sahil Gupta (son of sister-in-law) among others.
“The Excise Commissioner will go into legal and other aspects. She will look into everything. She was going through the (Excise) Act and other procedural requirements. All legal formalities will be completed before taking action’’, Mr Pandey said.
He added that everything mentioned in news reports of the Excelsior was being enquired into and action would follow in next two days.
Official sources said the Government has taken a strong exception to the allotment of 14 wine shops, two liquor depots and one bottling plant within Daluja family mainly Raji. The Excise Department even didn’t bother to look into the NOC submitted by him to the Department for shifting of a wine shop to Gorkha Nagar, Bahu Fort in which Raji had forged the signatures of the District Magistrate. His another Bar and wine shop at Railway Station was running without NOC.
Sources said the Excise Department will come out with action against misdeeds of Raji in next couple of days.
It may be mentioned that two senior police officers of the rank of IGP and SSP, then posted in Jammu, had described Raj as criminal (in the official documents) and asserted that his state subjects were fake. An inquiry into his fake state subjects was also being conducted by Additional Deputy Commissioner, Jammu, Rohit Khajuria under orders of the Revenue Ministry.
Meanwhile, when people of the Jammu region were agitating for restoration of land to Shrine Amarnath Shrine Board (SASB) during over two months long agitation facing curfew and lathicharge in 2008, Daluja was busy in encroachment of Government land outside Railway Station (for raising Sahil Bar and Restaurant and Ram Pyari wine shop).
The official documents of the Jammu Municipal Corporation revealed that Raji not only misbehaved with the staff of Corporation but also tried to manhandle them when they tried to stop encroachments. Even the then police officials of Trikuta Nagar police station refused to provide any protection to the JMC staff, thus, helping Raji to expand the encroachments.
“The construction was initially started on Jammu Development Authority (JDA) land about a decade ago but was stopped. However, now during Jammu bandh and curfew days (in July-August 2008 when Jammu witnessed unprecedented land agitation for restoration of land for Baba Amarnath ji shrine in South Kashmir Himalayas), the defaulter, Suman Daluja wife of Raj Daluja has fixed large glasses in ground and first floor for (Sahil Bar & Restaurant and Ram Pyari wine shop) outside Railway Station’’, the JMC documents said.
They revealed that a JMC team, which proceeded to the spot for demolition of illegal construction, was misbehaved by Raj Daluja, husband of the owner (Suman Daluja). “He (Raj Daluja) even tried to manhandle the Municipal staff in presence of police, who acted as mute spectators’’, the official notes said.
The documents revealed that Raj Daluja personally obstructed to execution of removal of illegal construction at his Railway Station complex by the JMC staff. According to them, the then SHO Trikuta Nagar was requested by the Municipal staff to remove Daluja and his goons from the spot so that the task of demolition could be accomplished.
“The then SHO refused to provide necessary assistance and stated that he can’t do anything’’, the documents said.
The JMC notings of November 15, 2008 further revealed that Suman Daluja wife of Raj Daluja R/o Trikuta Nagar continued to violate the status quo order. “The work was stopped a number of times but the defaulter continued to float all orders issued by the court as well as the JMC and went ahead with construction work illegally’’.
