Regional Autonomy in J and K

By: Balraj Puri     There have been recent demands for the release of the report of interlocutors appointed by the Government of India on Jammu and Kashmir. Some unofficial leaks suggest that the interlocutors have recognized special position of the state and special problems for the regions within the state.  Regional tensions continues to be as serious a problem of Jammu and Kashmir state as it used to be before independence. Before 1947, Hindu and Muslim leadership of Jammu tended to unite behind the Dogra Maharaja and supported his desire for an independent state. The people of Kashmir, in an unusual display of communal harmony, overwhelmingly supported Sheikh Abdullah's decision to accede to the Indian Union.  The State did not join India's democratic march towards power to the people in which regional identities found satisfactory status, in the form of a separate State, merger with other States, Union territory, regional autonomy union territory or some other form. Petitioner sent to JC for producing forged documents

GNS JAMMU, Dec :  A petitioner, who produced fake documents in the High Court, was today taken into judicial custody on the directions of Justice J P Singh. The order was passed in a petition filed by Haq Nawaz Ahmed, who submitted that he had married Ambika Thakur alias Aisha after her conversion to Islam and presently his wife was in the custody of Sunil Kumar Sharma. He sought directions for production of Aisha in the court. During the course of consideration of the case, the original documents relied upon by the petitioner were examined. The marriage agreement produced by the petitioner to support his plea that he had married Ambika after her conversion to Islam, was shown to have been registered by KS Sethi, Munsiff. However, upon enquiry from Registrar Judicial, it was found that there was no such Munsiff in the State Judiciary by the name of K S Sethi. QRT caught in red tape: Project yet to get finance dept clearance

Tahir Mushtaq  GNS JAMMU, Dec: The proposal for fully equipped Quick Rescue Teams (QRTs), to be deployed with ambulances for immediate rescue operations in times of road accidents on highways in the state, has been stuck with the finance department for over two year now.  “The project for purchasing equipments for QRTs on highways had been gathering dust in finance department for the last two years, with the transport ministry least bothering to make efforts for getting it cleared,” official sources said.  Sources said that though some teams were constituted under the chairmanship of deputy commissioners and deployed on accident prone areas along the highways in the mountainous Doda, Kishtwar and Ramban districts, yet these teams have not been provided with necessary equipments, required at the time of rescue operations, virtually making them handicapped.”  On February 2009, Chief Minister Omar Abdullah had announced for deployment of QRTs equipped with ambulances for imme
