NC led regime failed to implement Central sponsored schemes: Mufti


GNS Jammu, December : Expressing his concern over failure of the National Conference (NC) led coalition regime to implement Central sponsored schemes in the state, former Chief Minister and patron of Peoples Democratic Party (PDP) Mufti Mohammad Sayeed today said that all such schemes are defunct due to mis-goverance and lack of vision among those who are at the helm of the affairs.
Addressing an impressive public meeting organized by Bharat Choudhary, with the collaboration of local unit of party, in Shakti Nagar area of Jammu West assembly segment, Mr Sayeed said that funds allocated for these developmental schemes are either mis-appropriated or brazenly siphoned off by the members of ruling coalition. “Due to lack of transparency and accountability in the governance, there is no check on the utilization of funds allotted by the Centre for developmental schemes”, he pointed out and added that all the major Central sponsored schemes be it JNNURM, MGNREGA, PMGSY or SSA are defunct due to lack of direction, monitoring and accountability. “It is unfortunate that schemes like JNNURM which are specially formulated for the development of urban areas, is not properly implemented in this state”, he said and added that even welfarists schemes like old aged and widow pensions are defunct because the present dispensation has failed to provide matching grants to the Centre. He observed that it was result of the governance deficit that such schemes are not properly implemented in this state.
Seeking to draw attention of AICC national general secretary Rahul Gandhi towards mis-utilisation of funds allotted by the Centre for various developmental schemes, former Chief Minister said that Congress general secretary has pinpointed such bungling in Uttar Pradesh where BSP is at the helm of the affairs. “In Jammu and Kashmir where such bungling have been going in large scale, Congress is very much partner of the government”, he said.
Lambasting coalition regime for delaying civic bodies elections with one or another pretext, PDP patron said that Centre has blocked grants worth crores for urban development because the state government has failed to constitute duly elected local bodies.
“Elections of the civic bodies including Jammu and Srinagar municipal corporations were due in the month of February 2010 but the government has been delaying elections with one or other excuse by denying people their democratic rights”, he maintained and added that indifferent attitude to give powers to the Panchayats and inordinate delay in conducting civic bodies election reflects dictatorial mindset of the present dispensation.
Mufti regretted that present regime has undermined democratic institutions of the state through its deceit tactics. “Dignity and sanctity of highest democratic institutions like Assembly is undermined during the last three years because no serious discussion is allowed in the House”, he maintained and added that expect promises nothing has been done to make Panchayati Raj Institutions properly functional in the state despite being the fact that more than 80 percent people had cast their votes in the Panchayat elections.
Lambasting present regime for arbitrary releasing developmental funds and additionalities,  he said that it was only during the PDP-Congress government that equal treatment were given to all regions and sub-regions of the State.
Reiterating his resolve to remove regional disparities, former Chief Minister said his government had set an example of equitable and balanced development in Jammu and Kashmir. “Credit goes to the PDP-Congress regime that first time after 1947, all regions were treated equally in developmental and other activities”, he maintained and added that it was after 2002 successfully efforts were made to empower all regions to remove the sense of inequality and discrimination. “Jammu and Ladakh regions were made involved in the decision making process” he said.
 “During our regime Prime Minister Dr Manmohan Singh had sanctioned a whooping amount of Rs 24000 crore for the development of the State. Furthermore Asian Development Bank (ADB) and other institutions had also released huge developmental funds for the State”, he said and added that it was during PDP led regime that ADB funded water supply scheme for Jammu city was started.
Earlier Bharat Choudhary along with his supporters accorded rousing reception to Mufti Mohammad Sayeed at Shakti Nagar.
Former Minister Rangil Singh, former Minister Tariq Hamid Karra, T S Bajwa, Thakur Balbir Singh, Ved Mahajan, Daman Bhasin, Shanti Devi, Choudhary Zulfikar, MLA Darhal, Hussain Ali Wafa, Falail Singh, Rajinder Singh Manhas, R K Bali, Bharat Choudhary, Deepinder Kour, Surjeet Kour, Ashok Jogi, Capt Anil Gour, Rashid Malik, Puneet Jamwal, H R Chargotra, Ramesh Koul, Puneet Jamwal, Surjeet Singh, Surinder Singh, Sukhvinder Singh, Suresh Sharma, Narinder Singh Raina, Vikram Singh, Gurmeet Singh, Mohinder Kotwal, Anju Bhan, Vimal Sharma, Romail Jaggi, Raj Kumar and others addressed the meeting.
In the function prominent Akali Dal leader Sardar Gajan Singh along with hundreds of his supporters joined PDP.

Water mapping survey disappoints state planners

Tahir Mushtaq  GNS JAMMU, Mar 03: The much awaited water mapping survey conducted to find new sources of ground water in Jammu and Kashmir by Indian Space Research Organisation (ISRO) has found that most of the water reserves are unsuitable for human consumption. Sources said that the remote sensing technology survey carried out by the government with the help of ISRO has found high level of iron and fluoride contents in the underground sources of water found in the state.  The report says that many of the newly found underground water channels have been found at inaccessible locations, which need sophisticated technology to extract, beyond the range of equipment what the engineers are using in the country at the moment.
