Fresh recruits to be on probation for 5 years

JAMMU, Oct 24: In a major decision aimed at discouraging unemployed youths from the Government jobs and reducing salary bill, which has been touching ` 13,000 crore a year after the implementation of Sixth Pay Commission recommendations, the Government has decided to freeze almost all allowances for fresh recruits in the Government services, whose posts are advertised after November 1, and cut by half their basic salary for a period of two years and by 25 per cent for next three years.
Official sources said the fresh recruits would be treated as Government employees but not in terms of salary and allowances, to which they would be completely entitled only after satisfactory completion of five years in services.
The Government has taken a decision to this effect, in principle, and would be issuing a detailed notification in next few days, mostly likely before November 1 when new mode of appointment would come into force. However, the new system wouldn’t be applicable on the candidates, who have already appeared in the written tests or interviews notwithstanding the fact that their selection lists are issued before or after November 1.
The new employment policy named ‘‘Stipendry Mode of Appointments’’ would be applicable for the posts advertised by Services Recruitment Board (SSB) or other recruitment agencies, other than the Public Service Commission (PSC) after November 1, 2011.
The new policy, initially, would be applicable only for non-gazetted appointments. However, the Government was thinking in terms of framing some sort of new guidelines for gazetted officers too. The appointment policy for gazetted officers, recruited through the PSC, would be different than the non-gazetted policy.
As per the new policy drafted and approved by the Government, the fresh recruits would get 50 per cent of the basic pay for first two years of their services, which would be subsequently raised to 75 per cent for next three years. After completion of five years of services, the fresh recruits would get 100 per cent basic pay.
The allowances like Dearness Allowance (DA), House Rent Allowance (HRA) and City Compensatory Allowance (CCA) wouldn’t be applicable to the fresh recruits till five years. However, they would get some new allowances, which could include conveyance allowance, work charges etc. The fresh recruits would also get the Grade Pay.
After satisfactory completion of five years in the services, the Government employees will be completely regularized and would be entitled to full basic pay, DA, HRA, CCA and all other allowances presently enjoyed by the currently serving employees.
Sources said the Government was worried over rising salary and pension bill, which had surpassed ` 13,000 crore a year as number of the employees had surpassed 4 lakh. The implementation of Sixth Pay Commission recommendations has put a massive burden on the State exchequer, they added.
Besides, the Government also wanted the unemployed youths to prefer the private sector to keep the salary bill intact and curb rising demand of the Government jobs. More over, the Government was of the view that the new system would also lead to more accountability and credibility of the fresh recruits as regularization of their services after five years would depend upon satisfactory performance.
The Government was of the view that Rehbar-e-Taleem (ReT) pattern has proved very successful all along the State with well qualified teachers getting them engaged as ReT on ` 1500 stipend per month for a period of two years followed by ` 2000 for next three years and regularization of their services after five years.
They hoped that the new system would also prove successful and wouldn’t discourage the Government job seekers as the employees would be getting full salary after five years.
‘‘Presently, we have confined the new system to non-gazetted appointments only’’, sources said, adding the gazetted cadre recruitments like KAS and others would continue to get full perks. However, a new system is also being considered for gazetted cadre appointments that could be introduced later.
The new system might not go well with the unemployed youths as they would be deprived of all allowances including DA and 50 per cent of basic pay for a period of five years. The Government was also anticipating outcry not only from the public but from the opposition parties as well.
Sources confirmed that new rules of appointments have been finalized by a high empowered committee set up by the Government discreetly, which worked for nearly six months to finalise the new mode of appointments.
The rules would be made public in the next few days. The Government believed that even the new rules wouldn’t discourage the unemployed youths from seeking the Government jobs as they would get completely regularized after five years and would be entitled to full salary and allowances thereafter.
Rather, the sources pointed out, the new policy would make the Government jobs ‘‘performance oriented’’ and keep the new appointees accountable to the people.
However, there will be no change in the rules for recruitment of employees. The SSB and other recruitment agencies would follow the same rules for appointment of the Government staff, which including the written tests, interviews etc, wherever applicable.
