Omar directs executing agencies for time bound execution

 




GNS SRINAGAR, FEB 21: “The time bound quality execution of works should be ensured by all executing agencies and any contractor who is found responsible for causing deliberate delay in accomplishment of the assigned developmental works under the contract should be blacklisted” said Chief Minister Omar Abdullah while chairing the District Development Board Review Meeting of District Kupwara here today.
The meeting was  attended by Chairman DDB Kupwara, Minister for PHE and Irrigation, Mr. Taj Mohi-u-Din, Advisor to Chief Minister, Mr. Mubarak Gul, Political Advisor to Chief Minister, Mr. Devendra Rana, Minister of State for Tourism, Mr. Nasir Aslam Wani, MLA’s, Choudhary Mohammad Ramzan, Mir Saifullah, Mr. Abdul Haq Khan, Er. Abdul Rasheed, MLC, Mohammad Rafiq Shah, Principal Secretary to Chief Minister, Mr. B. B. Vyas, Divisional Commissioner Kashmir, Dr. Asgar Samoon, Commissioner Secretary, Rural Development, Mr. Peer Farooq, Commissioner Secretary, PHE, B.D. Sharma and other senior officers of various departments .
The District Development Commissioner, Kupwara, Mr. Mohammad Shafi Rather gave a detailed review of the physical and financial achievements registered in the district. He informed the Board that an overall 84 percent expenditure was made out of total allocation of Rs. 105.41 crore.
In the Self Employment Sector 95 percent expenditure was incurred, under SSA 97 percent, under DRDA 100 percent, IAY 92 percent, MGNREGA 99 percent achievement was registered, similarly, in R&B sector 95 percent and in agriculture 97 percent expenditure was made.
The Chief Minister while appreciating the genuine concerns of the concerned MLA’S and MLC of Kupwara  with respect to the development of the district  and various new demands  raised in the meeting in various sectors  said that the purpose of the District Development Board  meetings is to review the developmental scenario of the area and timely implementation of all works within the allocated  funds by all the wings of the district administration therefore these meetings should not concentrate on requisition of additionalities.
The Chief Minister directed for complete utilization of the allocated funds adding that in case some funds are likely to remain unutilized the DDB’s should take prompt decision for re appropriation of these funds .He said that a shift has been made for re appropriation of funds from secretariat level now these powers have been delegated to the Chairman of the District Development Board.
He said that   the Chairman of the board can take appropriate decision for re appropriation of these unutilized funds for land acquisition for developmental works.  
The Chief Minister said that in R&B  and Power sectors strict orders have been issued for taking action against erring contractors who are not able to execute the works within the stipulated time frame .He directed all the concerned heads to take similar actions so that the developmental works are not delayed.

He also emphasized for launching awareness programmes with regard to Public Service Guarantee Act, Right to Information Act and other landmark legislations so that at the grass roots level the people are able to avail the benefit of the same.

PDP emerged a force in Twin border District of Poonch , Rajouri

GNS RAJOURI : The way opposition People's Democratic Party (PDP) led by former JK Chief Minister and erstwhile union home minister, Mufti Mohammad Sayed has been emerging as a force in the border region of Poonch , Rajouri, is really a worrying situation for Congress and National Conference .
