SAC toothless when it comes to fighting ‘bureaucratic corruption’



               'Qasba indicted but still enjoys vital postings'

GNS JAMMU : While State Accountability Commission (SAC) has been sending notices to the Minister for their involvement in corruption cases, but in absence of bringing bureaucracy in the ambit of commission law, it has become a toothless tiger to fight bureaucratic corruption. 
Yesterday, senior Peoples Democratic Party (PDP) MLA Muzaffar Hussain Beigh, raised the issue in the Legislative Assembly and said that whole investigation and judicial system is such that without reforms, this institutionalized corruption cannot be rooted out. So for weeding out corruption, institutions need to be strengthened. 
In 90 per cent cases, ministers sign the files in good faith. But in this House, he (the minister) is responsible for the omission and commission, if any, committed. So when we talk about corruption, it is not against anybody and any minister in particular. But then he too is responsible. 
There are many bureaucrats e g G. N. Qasba, who had pending cases against him but no action has been taken against him. Few days back, Qasba was posted as Municipal Commissioner, Srinagar Municipal Committee (SMC). 
The then Registrar of Cooperative Societies J&K, G.N Qasba who was indicted by the State Accountability Commission (SAC) in case of shielding the corrupt junior assistant who had encashed Rs 50 lakh in fraud was has been elevated as the Director of the prestigious SKICC in Srinagar. 
According to the sources, in 1999 a check was issued in favour of Muhammad Yousuf Dar as payment of certain works undertaken but a Junior assistant in the Deputy Registrar Cooperative Department Muhammad Ayub Reshi encashed the money. Qasba was then Additional Registrar. 
After the fraud came to light, the employees was placed under suspension by the then registrar vide-order no-Adm/JA-12/1480-82 dated 7.8.2001. 
The order has mentioned that Reshi role in the misuse of funds is being looked into and till the facts are established, he will be placed under suspension. The Registrar had directed the attachment of the Junior Assistant to the Office of Additional Registrar till the enquiry is completed. 
However when Qasba become Registrar of the Cooperative Society, he not only regularized the fraudster but also ordered that the suspension period of Reshi be counted as ‘on duty’. 
Sources said that this raises serious doubts over the fact that why Qasba issued the order. Sources said that there are clear indication that role of Qasba needs to be probed. 
A social activist Deep Singh who later had approached SAC said that despite direction from the supreme anti-corruption body, no action was taken.

PCC General Secretary Vinod Sharma met Div. Com. Apprised about the problem of electric supply in Jammu city.

 GNS  Jammu , June 05:  A deputation led by PCC General Secretary Mr. Vinod Sharma met the Divisional Commissioner Jammu and apprised him about the problem of electric supply in Jammu city. Mr. Sharma said that there are long cuts in the electric supply in the urban areas of Jammu especially in Jammu East and Jammu West.
